Central Oregon's earliest citizens were the Northern Paiute Tribes from the East that visited each year as part of their "seasonal round", following the excellent hunting and fishing opportunities Central Oregon offered. They were followed in 1898 by M. J. Scanlon and other eastern timber barons who coveted the solid forest landscape from Bend to Klamath Falls and what they perceived as unending supplies of timber. Central Oregon residents saw the first flow of water in the Pilot Butte irrigation canal in May of 1904 which opened up thousands of acres of farming land and expanded the population.
